\r\nI. Countries which accept Form A for the purposes of the
\r\ngeneralized system of preferences (GSP):
\r\n

\r\nFinland United States France Luxembourg

\r\n <*> For Australia, the main requirement is the exporter's
\r\ndeclaration on the normal commercial invoice. Form A, accompanied
\r\nby the normal commercial invoice, is an acceptable alternative,
\r\nbut official certification is not required.
\r\n
\r\nPeople's Republic of Bulgaria
\r\nCzechoslovak Socialist Republic
\r\nHungarian People's Republic
\r\nPolish People's Republic
\r\nUnion of Soviet Socialist Republics
\r\n
\r\nFull details of the conditions covering admission to the GSP in
\r\nthese countries are obtainable from the designated authorities in
\r\nthe exporting preference - receiving countries or from the customs
\r\nauthorities of the preference - giving countries listed above. An
\r\ninformation note is also obtainable from the UNCTAD secretariat.
\r\n
\r\nII. General conditions
\r\n
\r\nTo qualify for preference, products must:
\r\n (a) fall within a description of products eligible for
\r\n preference in the country of destination. The description
\r\n entered on the form must be sufficiently detailed to
\r\n enable the products to be identified by the customs
\r\n officer examining them;
\r\n (b) comply with the rules of origin of the country of
\r\n destination. Each article in a consignment must qualify
\r\n separately in its own right; and,
\r\n (c) comply with the consignment conditions specified by the
\r\n country of destination. In general, products must be
\r\n consigned direct from the country of exportation to the
\r\n country of destination but most preference - giving
\r\n countries accept passage through intermediate countries
\r\n subject to certain conditions. (For Australia, direct
\r\n consignment is not necessary.)
\r\n
\r\nIII. Entries to be made In Box 8
\r\n
\r\nPreference products must either be wholly obtained in accordance
\r\nwith the rules of the country of destination or sufficiently
\r\nworked or processed to fulfil the requirements of that country's
\r\norigin rules.
\r\n
\r\n (a) Products wholly obtained: for export to all countries
\r\n listed in Section I, enter the letter "P" in Box 8 (for
\r\n Australia and New Zealand Box 8 may be left blank).
\r\n (b) Products sufficiently worked or processed: for export to
\r\n the countries specified below, the entry in Box 8 should
\r\n be as follows:
\r\n (1) United States of America: for single country
\r\n shipments, enter the letter "Y" in Box 8, for
\r\n shipments from recognized associations of countries,
\r\n enter the letter "Z", followed by the sum of the cost
\r\n or value of the domestic materials and the direct cost
\r\n of processing, expressed as a percentage of the
\r\n ex - factory price of the exported products (example
\r\n "Y" 356% or "Z" 35%).
\r\n (2) Canada: for products which meet origin criteria from
\r\n working or processing in more than one eligible least
\r\n developed country, enter letter "G" in Box 8;
\r\n otherwise "F".
\r\n (3) Austria, Finland, Japan, Norway, Sweden, Switzerland
\r\n and the European Economic Community: enter the letter
\r\n "W" in Box 8 followed by the Customs Co - operation
\r\n Council Nomenclature (harmonized System) heading of
\r\n the exported product (example "W" 96.18).
\r\n (4) Bulgaria, Czechoslovakia, Hungary, Poland and the
\r\n USSR: for products which include value added in the
\r\n exporting preference - receiving country, enter the
\r\n letter "Y" in Box 8 followed by the value of imported
\r\n materials and components expressed as a percentage
\r\n of the f.o.b. price of the exported products (example
\r\n "Y" 45%); for products obtained in a preference -
\r\n receiving country and worked or processed in one or
\r\n more other such countries, enter "Pk".
\r\n (5) Australia and New Zealand: completion of Box 8 is not
\r\n required. It is sufficient that a declaration be
\r\n properly made in Box 12.
